A Colorado Springs City Council special session ended before it begins.

In less than a minute, City Council motioned to dismiss Tuesday's special meeting and the one item on the agenda -- discussion of Mayor Steve Bach's firing of City Council's newly appointed legislative assistant.  George Culpepper had been on the job for less than two weeks.

The meeting was initially scheduled for Culpepper and council to publicly discuss the firing.  Now, council members say they cannot talk about the matter because it's a personnel issue.

In the past, hushed conversation has meant non-disclosure agreements, often with severance packages.

In a Target 13 investigation last year, KRDO NewsChannel 13 learned that Bach gave nearly $850,000 in severance packages to 26 employees between January 2011 and April 2013.  

KRDO asked Bach's office if Culpepper will receive a severance package and was told via email, "At this point there has been no signed written agreement with Mr. Culpepper."
