Recall elections a local expense, state rules

PUEBLO, Colo. -

Colorado's first state legislative recalls will be paid for by county governments, not the state.

That's the decision from Colorado Secretary of State Scott Gessler. He said Tuesday his office doesn't have legal authority to reimburse or fund recall elections in September.
The Pueblo Chieftain reports that Pueblo County Clerk and Recorder Gilbert Ortiz asked the state for advance payment for the election.
Democratic state Sen. Angela Giron of Pueblo faces the recall election because gun-rights activists petitioned her to a recall. Democratic Senate President John Morse in El Paso County faces a recall election the same day. El Paso County hasn't sought state funds for its recall election.
The September recalls are the first for state lawmakers since Colorado adopted the recall in 1912.
