El Paso County: Flash flood plan in Black Forest is reaction

BLACK FOREST, Colo. - El Paso County Commissioner Darryl Glenn said Tuesday that response to flash flooding damage is reactionary, and better solutions need to be put in place.

The culvert under Casey Lane reopened to local residents Friday after being closed for about two weeks.  The culvert collapsed, blocking access to about five homes on Casey Lane.

"Obviously every time it rains over the burn scars we are really concerned," Glenn said.  "We're still reactionary, but we're relying on people within the community to keep an eye on their local culverts."

Larry DiFrancesco is happy that Casey Lane has reopened.  An access route was built through his property to allow his neighbors to drive to and from their homes.  DiFrancesco told KRDO NewsChannel 13 that he has been happy with the county's response to Casey Lane collapsing and that it was only a matter of time.

"If it hadn't washed out, then what would have occurred is you would have always been in danger," DiFrancesco said.  

But DiFrancesco worries about other flood-prone areas of Black Forest and the aging infrastructure.  If something were to happen to Shoup Road, DiFrancesco said, it would cause major trouble for residents of Black Forest.

Glenn acknowledged that the community needs to come up with a long-term solution for storm water in Black Forest.  

Cost is one major issue.  

"These are issues that we are going to have a discussion about," Glenn said.  "We have to go in and look at resources on how to pay for these things."

There is a "Lessons Learned" meeting for Black Forest residents on Thursday.  There will be discussion about what went right and what went wrong in response to the Black Forest Fire.  The meeting will be held at the tent at New Life Church from 5:30- 7:30 p.m. and is open to the public.
