Only one additional candidate in recall elections

No new candidates in Pueblo

After a lawsuit from the Libertarian Party to get more candidates on the recall ballots for Sens. John Morse and Angela Giron, only one person submitted signatures to become a candidate.

The Colorado Secretary of States Office says Libertarian Jan Brooks submitted the required number of signatures to oppose Morse in Colorado Springs' Senate District 11. Republican Bernie Herpin will also run against Morse. Brooks' signatures will now be verified.

In Pueblo, no additional candidate submitted signatures to become a candidate, in Senate District 3, meaning Angela Giron's only opposition is Republican George Rivera.

"It's very difficult for us. We feel like we've been whiplashed," said Pueblo County Clerk and Recorder Bo Ortiz. "We start and stop and start and stop with ballots, so it's been difficult for my staff."

The addition of more candidates meant that the recall election will be held at polling places instead of voters using mail-in ballots.

A judge sided with the Libertarian Party in their lawsuit that argued that the Colorado Constitution allows up to 15 days before an election for candidates to join a race even though state law says potential candidates have only 10 days after an election date is set to petition to be on the ballot.

In El Paso County, Clerk and Recorder  Wayne Williams said the recall will cost about $220,000, up $70,000 by having to move the election to polling places.

Ortiz said he expects the recall to cost well over $250,000 with about $70,000 of that coming from moving the election to polling places. 

"All of this is not in our 2013 budget, so after our office ends up paying for this election, we're going to have to ask for supplemental from the board of county commissioners," Ortiz said.
