Officers who shot, killed man in Colorado Springs identified

COLORADO SPRINGS, Colo. - Four Colorado Springs Police Officers who shot and killed a man after a chase last month have been identified.

They are Officer Dale Lucky, who has been with the department since 1992, Officer Steven Pugsley, who was been with the department since 1991, Officer Jacob Skifstad, who has been with the department since 2004, and Officer Jeffry Whittmore, who has been with the department since 1991.

All four officers have returned to work after being placed on routine administrative leave.

The shooting happened at the intersection of Palmer Park Boulevard and Circle Drive on the evening of February 21, 2017.

The incident began when officers went to a home in the 2900 block of Illinois Avenue at around 5 p.m. in search of Misael Macias Cano. He was wanted on felony domestic violence charges.

As soon as officers pulled up, they saw their suspect get in a vehicle and drive away from the home, starting a pursuit.

The suspect ditched that vehicle in the 2900 block of Templeton Gap. He then ran to a home in the 2800 block of Elm Meadow View and forced his way in by flashing a gun at the people inside. The suspect then stole their vehicle, a blue minivan, and led police on another pursuit.

The chase came to an abrupt halt when a CSPD cruiser slammed into the minivan at Circle Drive and Palmer Park Boulevard. Shots were fired and Macias Cano was taken to the hospital where he later died.

No officers were injured in the shooting or the crash.

The El Paso County Sheriff's Office is investigating the shooting. It will be up to the 4th Judicial District Attorney's Office to determine whether the shooting was justified.
